A copy of the original minute of the
Colonial Secretary has been forwarded to you with Major-General
Sir William J. Gascoigne's Despatch No. 349 of 7th. August,
1902. I now enclose a copy of Mr. Ireland's letter of 21st.
December, 1902, and of the office minutes thereupon that
have led up to the present situation.

With reference to the statement at 'B' in
the 10th. paragraph of Mr. Ireland's letter of 3rd. February,
I have been informed that Mr. Drayson had received his first
information of the system from Mr. Ireland. It is I understand
a simple system used extensively elsewhere. Mr. Drayson had
acquired this knowledge before the proposal to employ Mr.
Ireland was made.
